"When compared with such places as Chicago, Toronto and Baltimore, with inviting waterfronts increasingly at the heart of civic life, Cleveland falls short. From Lakewood on the west to Bratenahl and Euclid on the east, the city's lakefront is dominated by airport runways and industrial docks, or fenced off by yacht clubs and homes of the lucky few, whose back yards face a vista of water and sky. Everyone else gets the scraps."
