"Almost 11 weeks after the attack on downtown New York City, planning for the revival of Lower Manhattan has stalled. Gov. George Pataki and Mayor Rudolph Giuliani announced a new authority to oversee the area's restoration three weeks ago...Restoration obviously cannot proceed until the site is cleared and vital transportation links are repaired, which will take many months."
