"One of Barnes' first initiatives as governor was the creation of the Georgia Regional Transportation Authority, a transportation superagency for metro Atlanta. ... Barnes has been favorably compared with Maryland Gov. Parris Glendening, who is credited with pioneering a new vision of balance between growth and conservation. But Barnes is not without critics, including environmentalists, who sued the state over his accelerated road building proposal, and local government officials, who resent his interference in what they see as their exclusive domain."
