"Chicago is finally gearing up to rewrite the 1957 zoning ordinance, and the exercise can be counted on to raise the level of civic tension, considering that it will affect not only the quality of life but also the value of every piece of property in the city... Lurking in the background is the fact that Chicago aldermen have near total sway over what gets built in their wards -- a political system that has created a jumbled, arbitrary system of zoning often described by planners as one of the worst in the nation."
