"...The draft recommendations by the Special Commission on Barriers to Housing, a copy of which was obtained by the Globe, are being fiercely opposed by environmentalists concerned about rampant development and municipalities fearing loss of local control. They say the measures simply clear a path for developers, under the banner of creating more housing."
