Affordable Housing: The Problem Is Planning

A Northern California community development director says that the problem of affodable housing is the fault of poor planning.

"Lawton identifies four underlying causes of the jobs/housing mismatch: ... Land use, housing and transportation agencies are largely balkanized into separate fiefdoms within Bay Area cities and counties; there is no regional framework in place to foster the cooperation required to build transit-rich, mixed-use housing, i.e. "smart growth" that would deliver housing in diverse building types which are closer to jobs."
