Hundreds of individuals from outside the usual government circles have taken the lead in charting Lower Manhattan's long-term rebuilding after the September 11 catastrophe. It's been a massive good-faith effort, with city officials quietly in the back seat for the moment.Public agencies have been so consumed with the job of clearing debris and restoring normal services that the task of formulating basic elements of a long-term rebuilding plan has fallen to other hands. Among them are civic organizations like the Regional Plan Association (RPA), business groups, and a collection of volunteers with expertise in planning, design, and related matters.
