A new water law in California aimed at curbing sprawl may dramatically change the way the state manages open space.
"[A] far-reaching new state law... beginning in January, will require all developers to show detailed proof that ample water supplies exist -- and can be tapped for at least 20 years -- for every large housing tract they propose. Projects that fail to meet that standard will not be allowed to break ground.The law, enacted this fall after 10 years of debate, may sound like common sense. But in a state long known for reckless growth, the strict water rules are replacing vague guidelines constantly mired in lawsuits. The changes may revolutionize how California manages its dwindling open space."
