"There are immediate needs to repair the transportation system into and out of Lower Manhattan...There are plans to construct public viewing platforms around the perimeter of the World Trade Center site. Two towers of high-beam light...should be piercing the night sky by the end of the month...there is, however, no current need for office space, and hence no rationale for granting developers emergency concessions, like the suspension of zoning and environmental regulations."
