"I couldn't get those ubiquitous, prefabricated concrete barricades out of my head, and little wonder. They are everywhere, thousands of them, especially in downtown Washington.They surround buildings, line highways, restrict parking lots and block roads...In the coming year, I hope authorities will begin implementing recommendations put forth by countless designers for achieving security objectives in more attractive ways, thereby aesthetically and psychologically liberating us and our nation's capital."
