With congestion rampant in the Washington, D.C. area, many transportation proposals have been put forth: from massive extensions of the Metro Rail system, to an entirely new "Outer Beltway" system of highways to add capacity to one of the nation's most notoriously congested corridors. The Northern Virginia Transportation Alliance believes that alleviating congestion would have positive environmental impacts, but David Alpert at Greater Greater Washington disagrees with the premise that building highways does any of that.
