It was created by and operates under state law. It serves not just Chicago, but also more than a couple dozen suburbs. Its governing board includes suburban representatives, albeit a minority of the total membership. It is fiscally responsible to the Regional Transportation Authority, another state-created agency.Yet, Mayor Daley's minions have been acting as if it is theirs. "
