A City Plan Is Futile If It Is Not Implemented

As Nairobi, Kenya, prepares a new development plan for the next 30 years, experts say that the city should not ignore implementation issues.

"Despite the design being in existence for about three decades, the city witnessed emergence of unplanned structures, some encroaching on open spaces that had been designated for recreation, schools or roads. It is for this reason that many residents cannot understand the role of planners in the growth of the city. 'We seem to have our priorities wrong. We formulate good policies and plans but forget about them once the exercise is completed,' says Dr Gitu."
