With the cleanup of lower Manhattan progressing quickly, planners are working to develop a rebuilding process.
"The Lower Manhattan Redevelopment Corp. was established by the state to be a single authority to guide the process, but the jumble of players include Mayor Michael Bloomberg; New York Governor George Pataki; the Port Authority of New York and New Jersey, which owns the land; Larry Silverstein, who held the long-term lease on the twin towers; other real estate and business interests; victims' families; and at least three major civic groups representing planners, architects and neighborhood interests."
