How Are Low-Income Housing Goals Set?

A case that could limit California's authority to set new-housing goals for Riverside and San Bernardino counties is being fought in court by the state, the two counties, two cities and a regional planning agency. The various parties are fighting over how much housing the state believes the region needs, how much authority the California Department of Housing and Community Development has inimposing regional housing goals and how low-income housing goals are set. The state could impose financial sanctions on cities and counties that do not meet the goals.
