"Had inclusionary zoning policies been in place throughout Massachusetts during the 1990s, thousands of affordable housing units would have been created close to good schools, jobs, and transportation,'' Ziegler said.The state law known as 40-B allows developers to override local zoning for low-cost housing projects in communities where less than 10 percent of the housing stock can be afforded by those making 80 percent of the area median income. But inclusionary zoning is a more proactive approach, Ziegler said."
