This report, produced by the National Housing Conference and the Massachusetts Housing Partnership Fund, contains eight articles by some of theleading experts in Massachusetts on inclusionary zoning and affordable housing. The report evaluates inclusionary zoning from a policy and legal standpoint, and includes case studies on how inclusionary laws work in cities such as Boston and Cambridge. The report, which was commissioned to examine the impact of zoning ordinances and bylaws on the production ofaffordable housing in cities and towns across the state, found a genuine desire by more than a third of the state's cities and towns to change their zoning in order to increase the development of affordable housing.
