Leaders of some semi-rural counties in California say they are caught in abind. One one hand, state policy encourages the preservation of farmland. Onthe other hand, state and regional policies mandate that counties plan forthousands of new homes in unincorporated areas. California Planning &Development Report explores the apparent dichotomy.
