Sarasota's urban service boundary has worked remarkably well in encouraging in-fill development. But a shift in strategy may change things.
"During the 1990s, more than half of the residential building permits that the county issued were for homes in subdivisions started before 1990... and a third of those permits were for homes in subdivisions started before 1960, such as Englewood Gardens and Sarasota Springs... All that "in-fill" can be attributed to a line on Sarasota County planning maps called the Urban Service Boundary."
