Analysis of the 2000 census indicates that the most crowded communities in California are desolate rural towns.

Lost Hills has no city hall, no police, and no street lights. Located in the San Joaquin Valley, it is the most crowded town in California. Most of the crowded towns like this are packed with Latino farm workers. Crowding in CA has doubled between 1980 and 1990 primarily due to the passage of the Immigration Reform and Control Act and state regulations tightening enforcement on migrant housing codes. These rural outposts reflect third world conditions.
