A study undertaken by the Washington State Department of Ecology determined that 13 percent of wetland mitigation projects actually succeeded in replacing original wetland systems. While wetland projects carried out by private developers were twice as likely to succeed as public projects, millions of dollars have been spent with questionable results. Poor design, not enough maintenance and improper grading and planting were all factors in mitigation failures.
