"Still unanswered, though, is how a churchgoing family man and community volunteer became an arsonist who burned home after home in a campaign of terror punctuated by a trail of anti-development communiques. "I never considered myself an avowed environmentalist," Sands, 50, said before he was sentenced to 18 years in prison. "But I do love the desert vistas. . . . To this day, I remain troubled by uncontrolled development."
