"Dodging the red tape that normally bogs down government housing programs, Williams, 35, personally ran the deeds through City Hall, a grand jury alleges, turning over some properties in a matter of days and for modest prices, usually less than $10,000.Only one problem: Williams sold houses that didnt belong to him. They were stolen from their legal owners in a brash series of fraudulent deed transfers, according to Philadelphia prosecutors."
