If the central core is going to compete with the suburbs for retail business, the streets, sidewalks, landscaping, lighting, and street furniture should be of the same quality as in a new development. This is not a zero-sum game - the suburbs and neighborhoods do not lose if downtown prospers. To the contrary, history has shown that the neighborhoods and suburbs benefit from a stable tax base downtown... With the red-hot economy that fueled development engines in the 90s having cooled, it is more important than ever for Dallas to forge ahead with downtown plans. The window of opportunity will remain open for only so long before Dallas falls farther behind."
