"What's needed for a successful rail-passenger system in the United States is money, not structural re-shuffling. Amtrak needs money for capital investment and money for operating shortfalls. But Congress for 30 years has shortchanged its rail-passenger creation in pursuit of a delusion that -- unlike any other rail-passenger system in the world -- it could be self-sufficient on its ticket revenues."
