"Gov. Mark R. Warner (D) plans to seek an independent audit of the financial records at the state Department of Transportation and could request federal oversight of the agency because of irregularities uncovered in the last several weeks, administration sources said today.In a letter to Warner, Transportation Secretary Whittington W. Clement charged that officials in the Gilmore administration pressured the VDOT staff to inflate the department's road construction program beyond the state's ability to pay for it."
