" The plan has heightened a conflict that has quietly simmered since middle- and upper-income people began building high-priced houses in Hough in the mid-1990s.They thought they were leading a renaissance, restoring a middle-class base to a community that crumbled after the 1960s race riots.But today, they're worried that the renaissance is in jeopardy. They question whether low-income, rental houses will lower property values and scare off other potential new residents."
