Glendening blames urban sprawl for many of California's environmental problems, from water shortages to air quality issues. Supporters of smart growth praise Glendening's success in changing the direction of out-of-control growth in Maryland. But critics say Maryland's smart-growth strategies may not translate well to California, where developers face high insurance costs for building multi-family homes, and the approval process favors sales-tax-generating construction over housing.
