London Experiments With Congestion Pricing

In an effort to dramatically reduce traffic in London, a £5 toll will be levied on drivers entering the city.

"Critics say the proposals are a "leap in the dark" as congestion charging has not been tried in any major European or American city. There are particular doubts as to whether London's overcrowded Tube and bus networks can cope with a sudden influx of thousands of extra commuters." The start of the new congestion pricing system is expected to begin in February, 2003.
