"Loudoun's makeover is so bold, they talk about it in Chicago, home of the American Planning Association.There is, alas, a problem...Any county that puts the hurt on growth really doesn't. It merely moves it, perhaps to your county...Boosting density in older communities is not always cheered by the natives. They fear that the newcomers will have cars, no matter how close they live to a Metro station -- and more cars equals more traffic in the neighborhood. And if the coming new housing is perceived as low-income, the natives get restless about property values."
