Scottsdale and Phoenix are fighting over a prime mall site worth millions in development and tax revenues.
"The conflict was foreseen so clearly that Phoenix and Scottsdale nearly worked out a deal that called for a "revenue-sharing zone" in the mid-1990s. Each city would have shared 50-50 in the costs and income.The deal fell apart, and Phoenix moved ahead with planning on its side of Scottsdale Road, secure in the knowledge that less stringent zoning and design regulations made it a more appealing city to developers...
