"A light rail line on the Katy Freeway could cost $1 billion if built at road level in the middle, and twice as much if built along the freeway and elevated, a Metropolitan Transit Authority official said Tuesday. Those figures compare with a $1.4 billion price tag for the freeway expansion over a roughly equal distance of about 20 miles, assuming lanes are increased from the current 11 to 18, the Texas Department of Transportation said.
