The long-simmering disagreement between San Francisco and the suburbs that rely on water from San Francisco's Hetch Hetchy system regarding facilities maintenance has boiled over. Now, state lawmakers are considering several proposals that would force San Francisco to spend billions of dollars to repair and upgrade the water system that serves 2.4 million people.
