Earlier in February, the Oregon Court of Appeals threw out a 50-year growth plan approved in 2010 for Metro and Portland area counties. Oregon legislators reacted with House Bill 4078, which has broad support.
"House Bill 4078 would set urban and rural reserves and expand the Urban Growth Boundary in Washington County, as well as direct Metro to review the UGB every 6 years and other small changes to laws governing local growth plans,” according to a report by Christian Gaston.
“The bill aims to clear away uncertainty about regional planning triggered by a Feb. 20 ruling from the Oregon Court of Appeals that dismantled a 50-year growth plan Metro and Portland area counties adopted in 2010.”
Local governments, conservation groups, and home builders all praised House Bill 4078. One observer said the support for the bill represented the “most diverse group of stakeholders I’ve ever seen.”
