Citrus County School Board members this week are hastily trying to wade through the complexities of Florida's Development of Regional Impact rules to understand what can be done with a $1.2 million plot they've purchased.
The big question the Citrus County School Board wants to answer is whether the school district will ever be able to build on the 150-acre tract, because after the sale, they learned that the property will still be included in the Betz Farm Development of Regional Impact. Being in a "DRI" means the land is bound by strict restrictions that were worked out with the state. Changing that plan significantly, such as erecting a building, could trigger complicated and expensive state review.
