Yet, while conversations are happening throughout the state on ways to incentivize cities to plan more effectively, the conversation seems to often overlook the most useful mechanism in the state's tool kit--redevelopment agencies. The Planning Report interviews Steve Andrews, Chief of Strategic Planning for the Los Angeles Community Redevelopment Agency, who opines on the tools at his disposal, the current regulatory and fiscal hurdles impeding their usage and the future of redevelopment in California.
