"Local comprehensive plans can be a powerful tool for protecting communities against losses from natural hazards. Are We Planning Safer Communities?, a study concluded in December 2001 by the Institute for Business & Home Safety, shows that many comprehensive plans pay little or no attention to the risks from natural hazards. IBHS a national nonprofit funded by the insurance industry found that a typical plan addresses only half the elements that contribute to a safe, hazard-resistant community."
