"Water conservation and public subsidy of the development industry once again have come into conflict. It's an age-old issue and one that's rich in contradiction and hypocrisy. Developers keep their subsidies, ratepayers continue to foot the bill for sprawl while being urged to use less water and the city of Albuquerque works to take water that the Navajo Nation and other cities in the state say belong to them.
