A housing plan by the nation's mayors proposes a new tax credit for low income home buyers.

The plan, which also calls for internet access to be placed in public housing projects, is meant to be a blueprint for Washington policy makers. Housing affordability has become a hot topic due to the growing evidence that prices put ownership out of reach even for some middle-income families, and the nation's urban leaders are knocking on the administrations door to place housing issues higher on the domestic agenda.
