When the sun rises on New York City a decade from now, it could well be a very different place.
"Those who quickly called for the immediate reconstruction of the World Trade Center towers exactly as they were built (or misbuilt) a generation ago were as far removed from the real world as those who believe the entire 16-acre site should be a memorial park. Wiser heads understand that the challenge is to consider what is most appropriate for the site itself, for the neighborhood, for the city, and for the region. In many of the current public discussions, confusion abounds; those who rapidly produced bizarre architectural sketches for redevelopment of the site do not seem to understand that the immediate problem is not one of architecture, but of city planning and urban design, and that the focus should be on the basic questions: What is the process by which decisions will be made? What is the program that best suits the multiple objectives that must be met? And how can that program best be implemented?" Editor's note: The full text of this article is restricted to ULI members.
