Fairfax becomes the first large government to sharply restrict parking on private property in a region struggling to address crowding in its older, more affordable neighborhoods. From Montgomery County's Wheaton to Fairfax County's Groveton, dramatic demographic change has often pitted new immigrants with large extended families against longtime residents who have demanded solutions from political leaders... But advocates for the new immigrants settling in the Washington area's last affordable enclaves complain that restrictions like Fairfax County's unfairly target their way of life. Economics have forced them to live in extended families, sharing cramped living space to afford the rent and driving cars to reach jobs not served by public transportation.
