Freemark's op-ed first explains how well the Chicago Transit Authority (CTA) performs at delivering efficient transit service at relatively low costs compared to transit agencies in other cities. Freeman's comparison to other cities and the list of service improvements in recent years by the CTA is unequivocally flattering.
Yet Freemark's point is to suggest that the "Chicago region — and particularly the CTA — needs to invest more to improve transportation options to help people access jobs and to provide an alternative to congestion on our roads." There some less than flattering data is employed—namely that daily transit service has expanded the least among its peer regions and that Chicago's transit agencies receive less government support than agencies in peer regions.
