The idea of Los Angeles being governed by a borough style of government has been tossed around for nearly 100 years. Finally, as the city stands on the brink of subdivision, it appears as if the time has come for boroughs to be thoroughly considered and analyzed as an alternative to the secession measures already on the November ballot. Speaker Emeritus Robert Hertzberg has drafted a plan by which Los Angeles will be divided into nine boroughs, no longer led by a City Council, but by a Board of Borough Presidents. The Planning Report presents an excerpt of Assemblyman Hertzberg's proposal.
