Future growth and development patterns will turn the relationship between jobs and people on its head.

"The labor force is declining," said Boston economist Susan Hudson-Wilson in analyzing recent urban-suburban development patterns in the West. In the past, she said, people have moved to where the jobs are. But now, she added, "we are not growing workers in this country. Jobs will have to follow people." ... Two notable exceptions are San Jose and San Diego, where the central cities still captures a large percentage of population growth.
