"Although the dictionary definition of a moratorium is a "temporary delay," developers usually think it means a permanent shutdown of new development projects. Of course, in a business like real estate development -- where time is money and you have to build while the market is hot -- a temporary shutdown may seem like it goes on forever. So developers complain loudly whenever planners or politicians use the 'M' word."
