"As the San Diego Association of Governments (SANDAG) readies for perhaps the most tumultuous time inits history, a nominating committee is breaking from tradition andrecommending that the board choose a new chairman from a slate of two candidates,rather than automatically pick the vice chairman for its top position. Underlegislation moving through the state Legislature, SANDAG could become aregional transportation superagency with unprecedented responsibilityfor planning and building freeways, rail lines and bus systems throughoutthe region. Recognizing the significance of the agency's potential role,nominating committee members decided to grant the chairman selectionresponsibility to the board, rather than push for a certain person."
