"Residents want things to get better in their North Philadelphia neighborhood, but are having a hard time buying the idea that leveling much of it is the cure. The anxiety level over the demolitions is so high that 5th District Councilman Darrell Clarke has put the brakes on plans to take down the first 84 structures. The work that was to start late this month now may not start until October or later."
