California and other western states are growing faster in population than several third-world countries. How can planning keep up?

That's equal to building a new San Diego every other year, or reproducing most of the nine-county Bay Area every decade. Unlike past decades when millions of migrants and immigrants drove most of California's growth, babies, babies and more babies are driving a larger share of today's and tomorrow's growth."
