Some growth-phobic towns are using a practice sarcastically referred to as 'vasectomy zoning' to limit the arrival of families.
"More than 350 years after the Pilgrims made their famous landing in Plymouth, the seaside town remains a vibrant community with acres of open space and enough room to almost double its population. That's what scares its residents. Officials in the town of 52,000 say they face fiscal disaster if growth includes a massive influx of school-aged children property taxes from new development wouldn't cover the costs of schooling new kids. So Plymouth is joining an increasing number of communities across the state who are using zoning rules and development curbs to ensure kids don't clog their schools a practice state Sen. David Magnani wryly refers to as 'vasectomy zoning.'"
