A commercial area just north of downtown is dotted with the concrete shells of long-abandoned stores. Major streets are scarred with potholes. Some city parks are covered with litter and high grass... The town can't shutter thousands of homes abandoned by laid-off workers because it laid off its code enforcement officers."
